tar everywhere.....

Start at the tailpipe and spray all areas first and then go back to the start. Take a MF and try an area. If it hasn't softened the tar, let it dwell a minute or two. Respray if it dries, though it is a slow dying solvent. Big thick spots might need a plastic razor.
 
I too have tar problems on a used car I just purchased. On paint, I was able to remove most of the easier baked on tar with KAIO. It may require several applications, but I felt this to be the least damaging on paint. However, there still exist some very stubborn tar on the bumper just behind the rear tires. I'm still searching for products to remove it.
