I don't know who the question is for but they just didn't make that many of them and being 16-17 years old I'm sure that a bunch of those that were made are gone or in poor condition. So yeah, rare.

By 1987 when Honda first introduced 4WS, Nissan had it as an option in most of their vehicles. GM wasn't late to the game either, really. They had 4WS on a few concepts in the 80's, as did everyone else. But as usual with GM, it didnt hit the market until 2000? 2001?
