"Zits" in the paint?

So as i am claying my GF's black tahoe (pretty neglected by the autopian standard, she wasnt the orig owner), i noticed that all these spots that should get taken out by the clay arent. I can clearly see TONS of fallout, but its not on the surface. Its almost like a blackhead (gross uh?:D ) where the paint has made a mini volcano and the fallout is in the crater. The clay is doing noting and they are everywhere, literally thousands of them. Sound like a wetsanding task?:nixweiss
 
ill try to get some, they are hard to take a pic of though. its practically like the paints pores got clogged and its got a zit, its weird
 
Are these spots raised, or just down so deep the clay can't reach them?



Maybe try a solvent tar remover...
 
I noticed the same on a 1971 Datsun I ws working on recently. I thought it was improperly cleaned/prepped surface before the car was repainted. Is there a chance you GF's tahoe has been repainted? or is it everywhere on the truck? or just one panel?
