Not to be a cynic, but are you SURE they did the damage? I know Winterpeg and IMO there is no way any car driven in the winter in that environment is going to emerge unscathed, unscratched, or unswirled given the -40 temps, gravel, salt and grime on the roads there. Aren't you just getting into the thaw? It's just cracked "zero" in the past couple of weeks, right? All that black n brown grime, along with residual salt and the potholes showing themselves as construction (known elsewhere as spring and summer) approaches? All that stuff is highly abrasive and it sticks, to boot, eh?
Maybe the pump jockey @ Domo brushed the ice and snow aside to fill it up.
If you've been driving this car on the roads at all since October, tell us how you've been keeping the car FLAWLESS through a brutal Winterpeg winter, mild as it may have been (which is what Winnipegers say
every winter).

Might give us a better idea of your techniques, etc, to help.
Doesn't look that bad to me. My philosophy on scratches and swirls is that if you can put 'em in, you can get 'em out!
You said you already tried to "buff it out". With what?
