some interpret the "rule of 1/3s" as putting your subject matter at the spot of the intersecting lines. your picture with the lines in there is a great example...but put the car or what you want the viewer to notice precisely at the intersecting lines.
It basically also keeps people from putting the subject matter dead center of a picture which tends to bore the audience!!!
I know what you're saying, but who wants a gorgous sky like that to be taken over by concrete? Its all up to you, since the pictures are for your viewing pleasure.
