Will Meguiar's #9 strip off VM/CMW?

I have the usual washing swirls, will #9 remove the VM/CMW? That's fine if it does, I will be applying VM/EX-P after the #9 is applied! So do I need to strip the VM/CMW before the #9 is applied, or will the #9 just take it off? Also, how many people took forever to find this product at the store, I could not find it for like 10 minutes until I accidently saw the #9 on the top of the bottle, they need to make the # bigger, sorry for the rant! #9 will have no problems removing VM/CMW and it should work well on a light cobwebbing.
