clean them, tack cloth, Light sand with 220 to scuff up, clean again to remove sanding residue,light prime, light prime again, 3-5 coats of paint, then 5+ coats of clear with ample time to dry in between as well as light coatings.
remember, literally 90% of a paintjob is prep and patience.
