If he is paying his rent and abiding by the terms of his lease, he is entitled to live in peace without criminals for neighbors.
If it is the neighbors who are in the wrong, why should he bend over backwards to make THEIR lives easier?
Common courtesy dictates that when you live in an apartment, you treat your neighbors with respect, you don't make so much noise that it becomes a nuisance to your neighbors, you don't engage in behavior which could pose a threat to your neighbors, etc.
I live in an apartment, and my neighbors rarely even know I'm home (and they've told me as much). I've also had extremely loud and obnoxious neighbors and have reported them to management with no qualms whatsoever. I'm paying to live in a home, not a dormitory, and I expect my neighbors to treat me with the same respect I give them.
In fact, my neighbors are about due for another report to management (they basically are screaming, fighting, both at each other and at their 3 year old daughter on a daily basis for hours at a time, I can hear them from any room in my apartment).
I say report it to management again. Nothing is owed to these neighbors, they've made his life miserable and that's not what he's paying rent for.

I've complained to the land lady... asked him not to etc. etc. Some people are just simply jerk-offs and don't care about or respect boundaries.
The only thing I haven't done is called the cops... although it does cross my mind often.
If I were you... two more well-placed complaints and your troubles are over.

From day 1, you would think they are having a wrestling match upstairs. They seem like friendly people when outside, but at the same time, very sketchy. Out of his garage, he is running an "under the table" tatoo parlor and on a couple occassions, I have caught him smoking pot with the garage open.
