What is Up With Tuna Fish?

Yesterday I brought 3 cans of Bumblebee tuna packed in water....I opened the can up and after squeezing the water out...I had about 1/4 a can of tuna....I wish they would fill it up and then charge me a bit more...to make a decent sandwich you need two cans
