What is this white stuff on my paint?

Someone backed into me a while back and I just want to focus on the white stuff in question from the photo below.  I assumed it was residual paint from the other car but it doesn't come off with acetone, clay bar, or buffing with an intense compound.  I can scratch it and it gets much whiter and almost seems to move around, but returns to normal form/color when I wipe over it.  It has a rough texture.


 


I had a body shop repaint this bumper earlier this year from a previous accident, but it was in a different spot. Now I'm wondering if whatever clear they used was of poor quality and this residue is the result of their products being impacted?  I also would be curious if they would repaint this under warranty (and not fix the dent) since they said their paint was warrantied.

My guess is that is is the clear coat bubbling up from the impact. And I can almost guarantee they will not warranty repaint it due to the fact that it only failed as a result of the damage, not because of poor craftsmanship.
