What is this in my hood?

Just bought a 1999 Honda Civic Si that needed some lovin' but idk whats in the hood. I've been using Meguiar's Heavy Cut Cleaner, Medium and Fine but its not coming out. I just tried wet sanding a little spot to see if it would come out but its not :(

What would be a ballpark estimate of how much it would cost to get it repainted?
 
Those are signs of clearcoat failure. I don't have a ballpark for you since it seems to vary so much from region to region.
 
It's know as "check cracking" or "crowsfeet". It will require the panel to be stripped and repainted. Figure $500-700 at a reputable shop.



This really would be considered a "paint failure" and not "clear coat failure" as it most often resides in the color coat or even the primer.
 
I have seen this in many vehicles - It is a failure in either the primer or base coat. The only option is to strip and repaint.
 
Depending on where you are, geographically, price could vary upwards of what was quoted above. Go to a shop that either you already know does excellent work, or get a referral from someone that you know personally. But don't shop price on this one. You want a job done on a dark colored hood to be the "best" possible.
