Bug Bugger is supposed to be used at a rate of 1-2oz per gallon of water as a strong wash solution. For spot-cleaning/pre-wash (tar & bug removal), you are supposed to use 1oz of product to 16oz of water in a spray bottle. Wet the paint first, then spray the product on and let it dwell for about 20 seconds, then wipe the affected area with a damp/soapy sponge, rinse thoroughly, and then re-wash with a regular wash shampoo solution. If that doesn't do the job, then you go back and throw in another ounce or two into your spray bottle and try again following those same directions. It is a very concentrated product, so spraying it on full strength (which you're never supposed to do), and letting it sit for 3-4 minutes probably did a number on your paint finish. As others have said, it looks like it may be able to be polished out with an aggressive combination.
