Too cold for touch-up paint?

How cold is too cold? I have some rock chips on my hood that I wanted to take a stab at, but I'm wondering if it's too cold out for the paint to adhere appropriately. I'm Portland, OR, and the high temps range from the mid-40's to the mid-50's this time of year. Would it make any difference if I heated up the surface with a hair dryer before and after, as a prep and while the paint is drying?
