the best way to repair paint chips

i need help on repairing like 15 to 20 paint chips on the side my truck bed someone egged it i done used touch up paint then wet sanded & buffed it out and i never got all the sanding scratched out and then i use the mothers chip repair the paint keeps coming off with a more paint what can i do to fix it without repainting thanks
 
All those articles are like episodes of This Old House or Hometime - they make everything sound so fast and easy! :p I've been layering my colour coat for many (many) days now because I've just got the hang of my crappy paint touchup pen (hint: buy lacquer thinner and USE it!). I'd dab it on from a bottle but no one sells it. Then I have to knock the blobs down with sandpaper, and put on clear - yay.



Question: I really should go over the touchups with polishing compound first before clearcoating, right? It's something I've always wondered about since it's already reasonably smooth after 2000 grit paper, but I thought it'd make sense to polish it first.
