swirls under clear??

ok so here is something that is bothering the crap out of me. yesterday i was working on an 03 FX, black, the car was bad as the owner bought it used and it had water spots, swirls, holograms, deep touched up scratches. i start the process as usual, wash, clay and the start to work on the left front fender. i get the back half of the fender about 98% perfect, some really bad scratches and the owner doesnt care. he wont pay for color sanding. now comes the problem, from about mid point forward the paint will not correct, i mean nothing i did even made a dent. i tried taking pics but my camera crapped out and know its impossible to give info with out seeing the problem. but is it possible that the swirls are under the clear?? he did say he had 4 other detailers work on the car before and no one has been able to get them out. could it be that a previous detailer burnt the paint? but it feels like glass and has a shine equal to the rest of the car. they look like spider webs not burnt paint. i used a hitachi rotary, with white, orange pads. and CG rocket polish and even went with 1.5 but nothing. just that one spot is driving me crazy!! he said just leave it, he really could care less, this is about me!
 
Id try numerous prep sol wipe downs. Something in the paint may be messing with the polish, or the car may of been repainted and they did a terrible job.
 
Imperfections *under* the cleary/in the basecoat are usually mighty severe, more along the lines of (poor-)prep marks and sanding scratches than "swirls". Lighter imperfections are almost always filled/hidden by the clear and pre-clearcoat sanding can usually be done with some pretty aggressive paper without causing problems.



I'd be checking this out under magnification. Some people like the higher powered magnifiers (~30X) but I generally prefer my lower power one (15X).



Lighted magnifiers are sorta like ETGs..once you have one (or a few!) you wonder how you ever got by without one.
 
well the one thing i was thinking it might be is clear bra damage. it is only on the front about 3rd or the front fender. the owner says he doesnt know if its been repainted. i also had a hell of a time with the hood. i mean i did about 5 passes with the rotary and nothing. i got of the scratches out it the owner loved it, but i was very unhappy with the results. i could still see what looked like patches of scratches. some areas were flawless and looked perfect under 1500 hologens. and other spots look like i hadnt touched it. but very smooth and glossy. i spent more time on the hood and fender than any other car i have worked on. i did a tahoe faster than just the hood and fender
