Super neglected Civic

I always take care of my cars(Thanks to you folks, I'm now a PC buffing wiz) but my daughter has a 2003 Civic EX in dark blue which is in absolutely horrible condition finish wise. Bird stains, swirls, you name it. I would like to get it in as good a condition as possible. Let 'er rip! What do I do? Thanks! I use Optimum products on my BMW and my wife's Subaru, but I have a feeling something stronger is required here.
 
not to hijack this thread but I think this may also apply to his question. How would you know whether the clearcoat on a neglected car is still workable (meaning to say that using a Rubbing compound/agressive polish will be able to restore the paint). Do you just give it a go and observe your progress without fear of hitting the base coat? (since it is neglected that you have nothing to lose even if you hit the basecoat?). Comments other the use of a paint thickness gauge are most welcome. thanks.
 
I'm not talking about complete restoration. I just want it it look as good as is possible within reason using readily obtainable products. Anything will be an improvement.
 
Get some Meguiars DACP #83, and #80 Speed Glaze. They should both be readily available locally, and should give great results with the PC.
