Drew-A bug and tar remover will help but definitely go over the area with something like Meguiars #9 or Swirl Free to make sure all the imbedded bug guts are completely removed.
BTW, I wasn't really impressed with the Turtle Wax bug/tar remover. You can just soak the area real well with water to loosen the bugs, then go over it a few times with your car wash soap and wash pad. A little elbow grease and they should pretty much all come off.
Just FYI...when I first saw those scratches, I wasn't sure if even Blue Moose would work since the paint was pretty badly scuffed up.
