No. Gore-Tex is a membrane that has micro pores that are to small to allow the passage of water yet still allow water vapor (as in sweat) to pass through.

Yes, they are amazingly comfortable. I think i seen Scottwax wearing them also. They are my summer wear. For cooler temps i wear those rubber boat shoes. Also i put foam inserts in as they are fairly hard when new.
