Rust in weird spots -- what to do?

find a manual or forum for you're car and find out how to dismantle that part, it might take a while but will just be nuts ,bolts n screws
once it off on the bench sand that area back until you see clean silver metal finish up with 400g, and then sand the whole piece with a scotch pad or 800g
spray on etch primer over the bare metal...allow it to dry and then sand with 800g to make it smooth, then spray on a few coats of semi matt black paint and allow to dry
if all that sounds too much, chances are a new piece isnt $$$$$$$ or you could pop off that lower trim and mask off the rest with tape

That should really be replaced if it's rusting. Give me a description of the car and I'll tell you how much it costs to replace.

Listen to David, rust is like cancer. But first find the cause, it may be a poorly designed piece of trim above that area that funnels water to that piece of trim.
