Really Bad Fallout?

I looked at a car today that had extremely bad fallout all over it. The owner didn't know how it got there and I can't figure out what could have caused it either. There are 100's of tiny dots(not overspray) all over it. It's no longer on top of the finish, but actually burned it's way down through the paint and into the bear metal!! I looked at it through a paint magnifying glass to verify. I've seen and repaired 100's of fallout jobs in the past, but this one is very different and is the worst by far. I can't imagine the substance that could have eaten it's way down though the paint so directly. There's not any damage to the glass or headlight(glass), but all the trim, molding and painted surfaces are all destroyed. Because the extent of the damage all over, the paint shop will need to sand the complete car down to bear metal to flatten the finish completely. I doubt that they would be able to spot repair each mark. Let me know what you opinion on the matter is.
 
Does it look like rust spots? I've seen cars that have sat down wind of a brake lathe at a garage end up with the metal shavings embedding themselves in the paint and ruining the finish.
 
I would say the client parks at a train station or outside a steel factory.





Meguiar's Overspray Clay (Aggressive) *could* work, but many might recommend a ABC Wash first, maybe even wetsanding.
 
Please read my original post - It's burned it's way THROUGH the paint and into the metal body. It's not clayable, sandable or buffable. It needs repainting. I am very positive that it's not rail dust. Just imagine if something sprinkled very harsh acid all over it. There's no blobs, just tiny dots. There's a very good chance that the body shop will not be able to even repair some of the panels like the hood, fenders, doors or trunk. There would be way too much filler. It's that bad. What's very strange is that it didn't damage any of the glass or glass headlights??
 
Acid rain maybe? Usually when it is a little sprinkle of rain that is the worst, because of all the containments in the air and car body, then the sun baking it :(
