If you're going to wax every 2 weeks, I think your best bet would be a cleaner wax. As some others have said, wax buildup on a white car would lead to yellowing.
As for making it shine, I think you can make a white car shine like a black car, but it won't *reflect* like a black car.
The key to the shine is prep. Compounding, swirl removal, claying, and paint cleaning all come into play. If you're really after the best shine, forget about waxing every 2 weeks, but instead, attack your car one panel at a time, all year around.
What I mean is, spend each weekend getting one panel as clean and swirl free as possible, then apply a reflective sealant like Klasse or Zaino and then move to the next panel the next week. After one full cycle (8 or 9 weeks) your car should be pretty amazing!
