Not exactly.
If you have the time (overnight), then I would apply the SG to the entire car, and go to sleep. Come back the next morning, and wipe off the SG using an MF or 100% cotton cloth (I've actually had better results using cotton to remove the SG - but that's my personal experience). Of course, this is assuming that you have a garage, where the car can remain undirtied overnight.
The other option is to use WOWO. I typically apply the SG using a moistened applicator. I use an applicator made of sponge material covered with a MF fabric covering. I completely soak the applicator, and then squeeze as much water out of it as possible. I then apply a couple of drops of SG and start applying to panels.
As soon as I've wiped the SG across a section of a panel, then I wipe it back off again. I do very small sections, so this may explain why it is easier to wipe off. I typically do the roof in 4 sections, hood in 4 sections, trunk in 2 section, and then each quarter panel and door in 1 section.
If the SG has dried enough to be 'sticky' and difficult to remove, then I rewipe with the moist applicator (with the right hand), and immediately wipe off (with the left hand). This process has resulted in a great, streak-free appearance on my black car.
As for the speculation of new vs. old formulations, I have been using an 'old' bottle, but I have a 'new' bottle on the shelf. I'll try to check out any differences over the weekend (after I wash the car).
