polishing with peeling clear coat

Should I take an special steps? I'm detailing my neighbors car and the rear bumper was repainted after an accident. There are a couple spots where the clear coat is peeling off, little quarter sized areas. Should I just run over them with the PC or tape them off?
 
Why not just wetsand the edges back some and give a good prepping and quck shot some DupliColor lacquer over it ?

Of course it wont be a repair but could keep the clear from peeling back further for awhile .

Then a week later compound over it to blend and proceed to polish out .



For now though I would do it by hand , then tape over it and hit the rest with your PC
 
I'd love to do that, but its a little above my skill level and I wouldn't want to test something like that out on another persons car
