polishing pad vs cutting pad for swirls

I am on a budget, but I want to make my car look better. I have meguiars #83 & 80. I have tried using a polishing pad, but that did not cut it.



This is about what my paint looks like.

So how much better would a cutting pad work than a polishing pad with #83 dacp? I am using a PC too.



What pad do you guys recommend for something like this?
