Definitely a clear coat failure. Like the others have said, its needs a repaint unfortunately.

Is there any way I can wet sand the CC to take off the haze then plish with Menzerna IP ans then add CC on top??? It may not be perfect but can I make it better?

You're better off and cheaper to just repaint it all than to try and just take off the CC and respray it.

Why? there are spots where there is no longer any clearcoat. You would be trying to polish the colorcoat. The color coat has no inherent gloss to it The only way to fix it is to respray it.
