Peeling Paint

Before I start, I attached some pictures to show the problem. After purchasing my 2004 pathfinder used, I began to notice paint chipping off on front bumper. It is now covering about 1/6 of the bumper, showing old paint where the new paint chipped off. Apparently, the dealership has a guy that comes in and just resprays over existing paint to cover defects, no prep or anything. So now it is my problem. Instead of paying for a repaint on the whole bumper, I wanted to give it a go myself. I currently have a spray adhesion promoter, plastic primer, Basecoat, and clearcoat. The damage is mainly on a 2ft across by 5 inch section of the plastic bumper. I am wondering your opinions on whether or not I should try to repaint these chipped areas, how to blend the paint, and any other ideas for or against this process. I do not have wetsand paper, so if you think I should sand the area with a certain grit as well, please let me know. I am a little confused on blending and if I should just tape off the one section and work on that. Any tips would be very much appreciated. Thank you!

Not too many painters on here. Blending perfectly is very tough.

Alright thank you for letting me know! I've gotten paint advice here before so I thought it may be worth a try, I'll try there.
 
What kind of paint do you have. If it's spray paint keep in mind it is nowhere near as hard or durable as urethane factory-type finishes. Also not gasoline resistant and will oxidize and require constant polishing.
