Paint Bubble!! Help!

I have a few areas that have very small paint bubbles, i was wondering how to get rid of these. I have a link to a high quality picture showing the bubble but trust me it doesn't help too much, the car had some rain drops on it and it almost looks like a rain drop, but just to give you an idea. Its on the back bumper and i know i don't show much scale but its not that big, just a typical small bubble about the size of a sharpie magic marker's pen tip.



I would like to try to remove it by hand with w/e process the pros recommend, any help would be greatly appreciated. Thanks as always!

looks like the car was repainted and the clear from above dripped down and dried like this...kinda hard to tell......



HAs the car ever been wrecked? or repainted?
 
Maybe use a nib filer (is that what it's called?), sandpaper and polish....? Hope it's only the clearcoat though.
 
Yes the car was repainted and i have found atleast 2 of these bubbles. I read somewhere that its the VOC's escaping, coming to the surface and popping if the car is taken out of the booth too quickly etc. Or it could just be dirt or something else trapped under. I just thought maybe someone knew of an abbrasive compound that would kill it, otherwise i guess sand paper but i don't want to ruin the paint surrounding it and i don't want to go back to the bodyshop for this, because its always an ordeal.
