Paint Blistering

I got this car a few years ago (black '93 civic si). It's a good car, but has bad clearcoat failure on the hood and a rust spot. In addition, it has these blisters in the paint. They're not very big, and I'm not too worried about them, but I am curious to know what they are. I also have a friend's car that might have something like this, so I'm wondering what possibilities there are for it.

It's not a repaint, at least I don't think it was repainted. The marks are just swirls because there's also a rust spot nearby that I don't want to hit with my pads, and I don't want to try putting any pressure on these things until I know I can (I can't imagine the trouble bits of rust would cause if they got stuck in a pad).



So it's probably just stuff under the paint that's causing trouble? Next question, is this something that can get worse with time, or was it probably there from the time the car was painted?
