My pop wants this done on his single stage paint car. He's sort of hooked on the idea of applying a glaze (pure...no cleaner), because he believes that the over-all outcome will even be better. Is he right? And should he insist on the glaze, where do I insert it in the process? Between steps 2 and 3?
 
Yes, In between #2 & #3 would be the spot for a glaze. If your father thinks he can replace the cleaner (AIO or PP) with a glaze (i.e. filler) to remove the oxidized paint, then he's off the mark. AIO or PB Pro Polish are the way to go for step 1.
