No Clear Coat?

I'm going to be detailing a white mitsubishi so my friend can sell it. apparently when you run a finger down the paint you get a white chalky residue left. So, i'm assuming the clear coat is toast on it. Ive heard from a few people to use rubbing compound. what are your recommendations for making the car shiny again?

for reference, i'm a n00b with no power tools, and the car doest have to be 100% perfect

If you just want a quick way to clean up the paint and add some shine you can use AIO or Meg's ColorX. You should be able to find the Meg's locally at a Wal-Mart or auto parts store. You might also want to clay the car after you give it a good wash.

It could instead be single-stage paint, with lots of oxidation.

Meguiar's Scratch-X is a popular product for hand application and could make a nice turnaround in this case. Your arm will get a good workout, though.
