Need Help With A Police Cruiser

Hello all! I am new to the forums and of course have a question for the pros.

I am just starting a mobile detailing business and as part of a promotion have offered a free detail to the police department, the fire department, our local ambulance service, and our DPS officer. Herein lies my problem. The police cruiser they have chosen for detail is (expected this) the most used car in the fleet. The paint is in sad shape, the upper half of the car is red and pretty badly oxidized. That is not the big issue I have though. The car is literally covered in decals. Down both sides is a decal for the city. The hood has a large freakish looking decal of McGruff the crime dog. The face of the trunk has a pair of Call 911 stickers on each corner. My question is two-fold A) How would I go about protecting the decals while working on the outside, not sure what processes would hurt the decals and B) The decals look.... bland. Is there any way to breathe a little life into them?

A hundred thanks in advance for any replies you may offer. Also if anyone has any tips for detailing a fire engine used in parades or detailing tips in general I am more than grateful and very happy to listen.
