Minimum paint chip repair temperature...

Ok guys, it is about 35 degrees outside, the IS300 is in the garage, i think it is slightly warmer in the garage (about 42). Is this a high enough temperature to repair paint chips? Also the car is somewhat dirty, how can i clean the chipped area without washing the car?

ok, i found on david's article do not attempt doing a chip below 60 degrees F. Is there a reason? the paint wont dry?
 
primarilly yes, the paint won't dry nearly as well, and when it does dry, the bond to the surrounding paint won't be as strong... the chip will likely return as the patch will "pop out." ;)
