Dupli-Color Grease & Wax Remover is probably you best bet, plus you can use it as a paint prep or final wipe off on your other detailing projects to remove tar and asphalt residues. I use it also as a solution for doing paint build up on scratches etc... and it is not expensive around $10 for a liter of the stuff. You can also use lacquer thinner if it doesn't come off, but it might melt and lift the black plastic.
