Lexus is run as a different business unit within Toyota and has much autonomy with respect to engineering, design direction (L-finesse for instance), and marketing to a more upscale clientele. The Japanese models are expected to be absorbed by Lexus as Lexus dealerships are set up there as part of the brand intro to the native country, ironically the last frontier for Lexus.
The discussion here, however, is on reliability and quailty and I steadfastly maintain that, as good as Toyota is, it is no match for Lexus. Better parts and better engineering do pay off. The JD Power numbers back this statement up, regardless of how some feel about their statistical methodology. No stats are perfect but JD's reputation has made it an important benchmark for makers to brag about if they win. Besides, how could you do better than consumer surveys? Asking the makers would be very problematic at best.
