Is a DA better than a PC ?

I'm a newbie to using machines and saw someone using a DA and it looked pretty easy. For polishing a black car and trying to remove some spider webbing, would a DA or a PC work better for me ?
 
Because I've seen the acronyms DA and PC used on this board, I assumed they were different beasts. So they are both considered "orbital polishers" ? The DA I saw was a DeWalt, is that better that a Porter Cable ?
 
The DeWalt dual action polisher is just an alternative to the PC. Not necessarily "better". I believe that it most likely tends to be a substitute for those who don't have access to buying a PC
