I wouldn't, I'd wait until the evening or some cloud cover. You get your swirls from when your polish dries out too fast. They tell me optimum has loads of lubricants so you can work it longer, but I wouldn't try it with a rotary in the sun, that's just asking for trouble.
 
of course it is ok to use. That is what us mobile detailers do. What products you use is the key. Optimum, Poorboy's, Clearkote are sun friendly.

So you run your rotary in the direct sun? You don't even set up an EZ-UP?
 
Keep a bottle of QD around. Spritz as necessary. This will help significantly. Also, use Optimum. Poorboy's dusts pretty badly with a rotary, and if you make the mistake of using megs in the full sun via rotary, you won't make it again :).
