How to polish stainless steel

I have a 2000 mustang GT Convertible. below you will find a pic. as you can see in the pic I have dual stainless steel exshust. My tips have been neglected for some time and yesterday I took a look at them close up. They have a lot of tar and other garbage all over them ... I tried cleaning them (First washed w/ soap and water. then used a bug and tar remover. then washed again . but they still don't come clean. plase help. Also they don't come off so i can't just bring them over to the bench and clean them. Its not bad lying on my back to clean them so they would have to be polished by hand.

Stainless Steel? Go to Ace Hardware and get some stainless steel polish - or if you have Poorbooy's Pro Polish on hand - use that!
 
I had tried some stuff my father had.. which i can't remember the name of.... It was for all metals ect. But it didn't remove all of the grime.

Can these be polished up...with out using a buffer?
 
Stainless steel cleaner - Make your own homemade Stainless steel cleaner

Give your stainless steel an extra sparkle with this great recipe

To make 8 oz/225ml

* 8 tablespoons soap flakes
* 4 tablespoons whiting
* 2 tablespoons household ammonia
* 2 tablespoons water

Combine all the ingredients in a medium-size bowl. Transfer the cleaner into a glass jar, close it tightly, label and store out of the reach of children. To use, spread the cleaner onto the stainless steel pieces with a clean soft cloth and rub. Then rinse and buff to dry

Also there is this:

Flitz Metal Polish Fiberglass & Paint Restorer available in a paste or liquid form. Contains no ammonia or abrasives. Safely cleans, Polishes & Protects: Brass, Copper, Silverplate, Sterling, Chrome, Stainless Steel, Nickel, Bronze, Gold, Aluminum, Anodized Aluminum, Pewter, Factory Gun Bluing, Bore cleaning, Painted Surfaces. Removes: Tarnish, Rust, Water Stains, Oxidation, Fingerprints.
 
#000 sleel wool and some window cleaner will do the job. Use it in one direction such as front to back or twisting around the pipe. Follow it up with some Blue Magic Metal Polish and they should be clean as a ricer.

Is this going to give me a chrome like finnish? Thats what im looking for. I was just reading on Autopia mention of a product called luster lace. has anyone tried this?
