By the pics I would say the paint is toast. I am guessing that it feels fairly smooth for how bad it looks.
If you get it repainted make sure they properly prep the paint as just scuffing the paint then reshooting it may not remedy the underlying problem and it will then only come back to haunt you. It should thoroughly sanded down, acid washed, the whole nine yards before it is repainted.
Then go buy a Yugo and drive it to work

Ya, its smooth. Sux abaout the paint, but owe well. Its just his commuter.

Oh ya and that thing to the right on the first pic is from bird crap. We left for a 2 week vacation and came back and this is what we found that bird crap can do. That bird must have ate some acidy stuff!
Honda has had problems with that paint color and couple others. As Anthony stated www.autoint.com is your answer for surface contamination and contact Ron Ketcham from the same company you can learn alot from this man.
