How do i clean the rubber\velvet strip at the base of the window?

when i lower and raid my windos i get streaks from the little rubber\velvet strip at the base of the window how do i clean that?

I use a cut-down paint brush to sweep the crud out of the felt. TOL sells them or you can buy a 1" paint brush and cut the bristles to 1/2" with a pair of sharp scissors.
