How Can you tell when its a lost cause?

When looking at the paint on a car can you tell right from the begining weather or not it will ever come back?

Also when dealing with a 2 stage paint job.... If you were to sand through the clear coat can the base coat be brought up to a shine?

I think that if you see that the clearcoat is gone, that that is an indicator that the paint is too far gone.
I had CC failure on my 90 Olds and it just spread

The base/color coat of today's paint systems are dull, by design. Polishing through the clear is a very bad thing, and certainly not 'repairable'!

Well with that all said!! I have a 1988 Olds Delta 88 in my driveway (my moms old car/ parents spare car) and its a sea blue color. The paint is dull and even after buffing it feels rough and pourous. I was contimplating as using this car as my wet sanding toy. But I wanted to ask before i even started weather or not it was worth it to try.

Is the paint ss or bc/cc?

I am 99% sure that its bc/cc due to the fact that at some of the corners and edges it seems as though the cc is lifting! But other than in those areas there is no "milky" colored areas ...its just dull looking!
