Help with oxidizied red paint

if the clear coat is failing is there any product that will help it?

If the clear coat has failed or if its anything else that can't be polished off, then the only way to fix it is to sand it down and repaint it. I don't know what happens on single stage paint that resembles clear coat failure, but I've never found a product that can improve it at all.
