Is there a good plastic headlight cover cleaner out there, thats safe and won't scratch? and be hand applied......

For OTC, you can try Meg's plastx (for removing lite scratches), or Plexus
If you have PB's propolish, VM, or AIO any of those will work fine for cleaning.

Good luck

what is it that you are trying to accomplish, is it cleaning or scratch removal?
I haven't tried Novus yet, but I have heard a number of good things about it.

I have been getting decent results from plastX for mild scratches.

Never used it. I have had no need to because I get great results with Mothers Plastic Polish. Novus is a 3 step system and from all reports it's pretty good. I just don't see the point of all the steps and mail order when Mothers is a one step and available locally.

Another product people use on headlights is Mother Mag and Aluminum Polish. Use it for the bad stuff and finish off with Plastic Polish to remove any hazing.
