Yeah, I forgot I gave both answers. From the description it seemed like degraded paint & rubber. I'm glad it wasn't.

I brought this thread back from the dead to show a pic of my bright white walls. when i wrote the thread i thought the whitewalls had faded but the problem was a build up of tire dressing used by car washes. A DC member recommend i try simplegreen.

1) rinse the tire
2) sprayed w/simplegreen full strength
3) using a brass tire brush scrub the whitewall until clean
the whitewall was revived imediately for really dirty whitewalls X 2
 
I use Westley's Bleche-White, and and firm scrub brush. It yields similar results on my raised white letters.
