Dusting is normal, and in some ways quite benafical to the polishing process. As you are abrading away microscopic particles while polishing, the abrasives (in the polish) will load up with the paint. This will cause the abrasives to clump or stick together which will increase the amount of marring left behind.
The dust is the clumped abrasives (which are too small to see normally) being expelled from the liquid. Essentially the pad is cleaning itself of the contamination. I usually brush my pad after each application to reduce the amount of dust (and to keep the pad clean) but I accept it as a part of doing the job right.
