Do I have overspray on my black paint?

So i got my car back from autobody because they painted some panels on my black car. Well I washed it and I noticed on my rear trunk panel corner that the paint is rough and somewhat of a different color like a smokey dull color. Its rough when you touch it. You can see it at an angle def in daylight. Is that what overspray is? I tried rubbing alcohol pads 70% and that did nothing. Should i buy Meguiar's C-2100 Professional Detailing Clay, Aggressive? Do I need the aggressive? I really dont know what this is. This section is not even what they painted. How do I get that little area back to my clean black paint to match?
 
Yep, that would be overspray. Try a mild clay first, if that doesn't work then you would need to go to a more aggressive clay. The clay should remove all of the overspray but you will most likely be left with some marring on the black paint that you will need to polish out. If the overspray is extremely heavy you may need to step up to scraping it off, but usually clay will take care of it.
 
Or you could have Jeff Suggs fix it up nice for you! Sorry guys I just couldn't resist. How well would a prep towel hold up on severe overspray?

yeah that would be the 2nd time going back. i noticed new scratches after they washed/buffed so they repainted the whole right side. i will try claybar. so i guess advanced auto get mothers or the clay magic?
