I picked up some of this stuff at Wal-Mart called De-Solve It. Just thought I'd mention the success I had with it. I sprayed it on some tar I've been having trouble with, let it sit for a minute, then wiped the tar off with some pressure. It worked great. It also worked very well removing some scuff marks I've had on the back of my front seats (it's plastic probably with vinyl covering). Same method of application, same great results. The only down side is that it smells too citrusy, but it works fantastically. I believe I found De-Solve It in the section that has all the household cleaners.
