clear coat issue or paint issue?

Anyone have any thoughts on this? Might be hard to tell without being able to see/touch in person. This is on a 2003 Honda Accord. Basically covers the first 12-18 inches of the front fenders and hood. Most dense towards the front of the car and lighter as you move towards the windshield. Wondering if this is something that could be wet sanded and buffed (clear coat correction) or if this is the paint under the clear coat cracking/shrinking to show the primer?

Again, I know it is hard to judge from a pic, but maybe some of you out there have seen this exact thing from just looking at the pic. Any thoughts welcome. Thanks.
 
Thanks guys. That's exactly what it looks like too...crow's feet. I thought only humans had that problem. Well, probably won't waste my money on a repaint. Gave this car to my daughter who is 15, I'm afraid it is downhill for this car for the rest of its days. She's already done her own version of "bodywork" to both sides of the front bumper. :wall
 
Yep agree with the rest of the guys. A stage of clear coat failure crows feet or Lacquer cracking.
