scrub it really well, wash it, dry it well, then spray 2-3 coats of rubberized undercoating (you can buy it in gallons), 3M has it... let each coat dry for at least an hour or so... the undercoat will be "wet" for at least 2 days, so try not to get them too dirty or spray them with water for the meantime... you can paint over it if you wish.
