Blitz is an excellent, long-lasting wax. I don't see any point of applying one over the other, though, since you'll probably be removing the first layer when you do it.
 
Blitz is great stuff, my near-Autopian uncle uses it exclusively. However, I wouldn't apply it over P21S, as that stuff has questionable durability and generally when the bottom layer fails it takes the top layer with it. Rather, I'd layer P21S over Blitz.
 
Blitz wax is a beautiful wax and one of my 2 favorites along with Natty's Blue wax. Only knock I've heard on it is it can stain black trim, but if you wipe it off quickly it shouldn't be a problem. I've never had a problem with trim-staining. Both waxes give a nice deep gloss, but I think Natty's gives a bit more "wet look".

If I were to layer them, that would be my choice as well (for the same reason); however, I still question the value of layering two carnaubas -just my 2 cents.
