Black 02 Escalade paint issue.

Hi first time poster on the forums here. I have an 02 Escalade that I keep in pretty much perfect shape. About last week I noticed that these concentrated white dots showed up on the right side of the hood. Is there anything I can do to remove these? Sorry for the Low-Resolution in advance!

Have you tried anything yet? First thing to try would be to wash and clay it.

Yes, I have tried many things. I first started out with the Clay and nothing. Then I moved to a polish with some abrasives in it still nothing. I really have no idea what to do. I ordered a new PC the other day because my old one died. Might help a bit because I have been doing anything. Also it is just in the clear coat. When you look at it on an angle you can just see the white dots floating there if you know what im saying.
